NPA City Outdoor operates hundreds of illegal third-party billboards in New York City. In April 2009, the New York Street Art Takeover in April 2009 brought significant attention to NPA’s criminal operation. In response, the company posted signs above all their illegal billboards claiming the ad posters on display would soon be available through a sweepstakes available inside the building.
They were a flimsy attempt by NPA to transform their billboards into first-party signs so the company could avoid responsibility for holding to the NYC building code.
This sign was installed to clarify NPA’s intentions.
